Our bootstrap jobs are looking very redundant. We should be able to pull most of them into a few generic templates pretty easily, reducing maintenance burden and making it easier to add new services.

Yeah. we've been doing the same to many of the other templates. see the already merged common-deployments work and the common-lib work going on currently. Jobs are one of the last holdouts at this point. - kfox1111
