Document Template config overrides

Operators may carefully craft their config files and do not want templates messing with them.

There are times though where the templates must tweak a few things, such as container ip address.

We should document the config overrides that containers do and the kolla-kubernetes.yml settings that cause them so operators can validate their config won't get overridden.
