Use Oslo Privsep

Currently the default kolla-ansible installation requires copious use of sudo / root access. It seems like a reasonable alternative would be the use of the oslo privsep package to allow people to do a limited set of operations with admin access while not needing general root / sudo access for everything. This will likely involve changes to the kolla-ansible repository as well.
