Initial Testing
Add initial support for tox tests. Pep-8 was already tested manually for the single-node code and all the tox tests were passing in our internal environment. It shouldn't be too bad to get them running as part of the upstream environment. Just need to make sure all the tests are working and get them running through zuul.
