Improve support for standalone ironic

Ironic can be deployed without other OpenStack services, as is done in the Bifrost project. Kolla Ansible already supports doing this to some extent, but it requires quite a lot of configuration. The bikolla [1] project aims to help improve this support.

This blueprint covers:
* disable core OpenStack services with a single flag
* configure noauth mode when keystone is disabled
* configure the iPXE server for use by ironic when neutron is disabled
