Split up monitoring tools deployment and deployment of customer infrastructure.

Hello guys!
We extended kolla-ansible with collectd, logstash deployment. We use it for our own monitoring. We do use fluentd as well.
But recently we faced with race conditions in setting up infrastructure. There's a time between logstash installation/collectd installation. We may fix it using ansible techniques/dependencies/etc but the proper way to fix it is to split up deployment into two phases: setup monitoring and setup customer infrastructure. It's more customer oriented approach. Because monitoring things (elasticsearch, kibana) need to be prepared before we setup customer's infrastructure. We may provide such changeset which splits it up. But the question is: would be that interesting for community ?
