Enable Redis as caching backend in Kolla Ansible

In our Openstack cloud, we need TLS enabled communication between OS services and caching database. Currently used memcached does not support TLS, so we decided to use Redis, which is supported as caching backend by Openstack oslo.cache library but is not configurable with Kolla ansible.
Here are proposed changes to code we tested internally:
