Provide a migration path from queens to rocky release

This blueprint should provide a reliable, safe way to upgrade from queens to rocky when using kolla-ansible to deploy OpenStack.
It will have to mitigate things such as deprecations, new features, dependency version, and so on.
It will be a long path, but if we start early, it will be much easier.
