Testing while system is in upgrading

Currently, we only test state, functionality of cluster after finish upgrade system. Because some services already support zero-downtime, minimal downtime, we should make sure cluster works properly while upgrade is in progress if it is supposed.
Suggested procedure by inc0: deploy old -> test-old -> upgrade 50% of nodes -> test -> upgrade all -> test
