DHCP agent availability zone name configuration.

Neutron DHCP agents require to be configured with availability zone name when used jointly with routed provider network.

After an outage or restart of DHCP agents, RPN deployments may encounter this kind of message:

neutron.services.segments.exceptions.HostNotCompatibleWithFixedIps: Host xxxxx is not connected to a segment where the existing fixed_ips on port b2a301cd-c93e-43c7-aa33-ed18d9d0d3c4 will function given the routed network topology.\

This patch will help to choose a proper dhcp agent that can operate on the availability zone.
