Support extensions to deployment

Kolla Ansible is very flexible, but does not provide many ways to extend the set of services that it deploys. This feature would allow the scope of the project to increase, without necessarily hosting every service within the main codebase. New services could be implemented as plugins. The Ansible collections feature may be a good way to support this feature.

There are various ways the extension could be done, and this would need to be discussed.
