Add a new action that deploys containers without generating config or bootstrapping

The deploy action can take quite a while to complete due to config generation. If we know that no config has changed, then this is quite a lot of time wasted.
Add a new 'deploy-containers' action that supports checking containers and rolling out new images if appropriate.
