Run pacemaker*/corosync/pcs in containers

HAcluster (Pacemaker, Pacemaker Remote, Corosync and pcs) solution will be used for external components/resource only such as OpenStack Masakari or an end user use-case.
None of the control/compute plane serviceswill be handled by this solution.
Containers will have to share the same IPC and will have to be created with privileged.
