Add monitoring user for RabbitMQ

As an operator interested in monitoring an openstack deployment, I want to be able to monitor the status of RabbitMQ for the openstack vhost. Presently I can do this using the openstack admin account, but that has write and configuration privileges. The proposed change will create a configurable monitoring account with read only privileges for the openstack vhost. Since not all users will want this, the configuration of the monitoring account should be optional.
