Implement Service Endpoint Cache

For multi-region OpenStack management we need to access OpenStack API services in different regions. It's a good idea to cache service endpoints and update the cache when needed. Not only can we save time without retrieving service endpoints from Keystone for every management operation, but also provide other modules in Kingbird a utility to obtain target service endpoint.
