Usage of mistral to perfrom event based synchorization

Currently, quota rebalance happens manually via KB api OR by a periodic task. This BP describes the triggering of rebalance when any event is occured. Eg: compute.
Modelling of workflow using Mistral: Mistral agents sit on each region and upon any event, starts a workflow which triggers KB-api to rebalance.
This approach require Mistral on each region.
