Up, down and net votes with physical test attribute and reasons for down vote

Standard KiCad libary footprints should be vetted by users. A voting system could be introduced, the user may
   Up-vote
   Down-vote
The voting system displays all votes (and comments), as well as the net vote (up-down).

Both have attributes of "Production Tested (Y/N)", and user can add comments, such as
   "Not tried this, but according to manufacturer drawings, feature XXX is too close to ...".

If a footprint is revised for release then
   *Existing footprint category (in the voting system) is changed to "deprecated"
   *Revised footprint name ends "-rNNN" where NNN is the revision number
