Ability to "drag in" full screen-width (or screen height) guides

Many graphics applications allow one to "drag into existence" visual guides. These have configurable colour, exact position, thickness and visibility. They help the user to align items. This feature would be useful in Footprint Editor and PcbNew for sure.
Also: A "snap to nearest guide" feature might be useful as a RMB option on pads etc.
