Add capability to fix/unfix net, via, and other object

especially during routing with Push and shove router can be very useful the cabability to fix some part of routed wire/via, for example in area with switching power supply or where there are vias for thermal porpouse.
The same function can be interesting to fix connector and other component that need to be in a specific position.
