(Un)modal hotkeys list window

Eeschema’s (build: 2012-01-19 BZR 3256 ) current hotkey list window has a modal dialog behavior which prevents accessing editor window when visible. Removing modality from this windows helps using this windows content as a “hotkeys reference card” while simultaneously working on schematics and memorizing command shortcuts.
