PCBNew Tool Icons are too Small on High Res Displays

The tool icons in PCBNew do not scale up in size as the resolution of the display increases. As a result, on 4K or 5K resolution displays, the tool icons are very difficult to see. Tools icons should either have selectable sizes (set in preferences) or automatically increase in size as display resolution increases.
