Need to stack microvias (top -> L2 -> L3)

when using microvias you often need to stack them L1 -> L2 -> L3
reason being L2 often is Ground
L1 = top layer
I try to do this in current kicad (latest nightly)
But via property lack information about its layer
This lacking feature more or less disqualifies kicad for most microvia PCB design.
