'Fine Rotate' action in PCBnew, with keyboard shortcut

There would be an option to "fine rotate" parts in PCBnew, either clockwise or counter-clockwise. The default keyboard shortcut would be the same as the current rotate options with the 'CTRL' key. The default fine-rotate angle would be 15 degrees, but changeable in the General Settings.
