The copper shouldn't touch the edge of the hole in an NPTH pad (otherwise the copper will tear when the board is being drilled).
Drilling of non-plated holes happens very late - the board already has HASL, silkscreen and soldermask applied, it's not
flat, and so backing plates will not prevent tearing of the copper pad.
Hence, it is necessary to have a small unplated ring/annulus immediately surrounding the hole
