Annotate by X,Y position

Annotation shaould add the option to annotate in the most natural way: In the order one reads a book, i.e., in pseudo-code
for y = 1 to max
{
   for x = 1 to max
   {
      If un-labelled symbol
          Annotate(symbol, ref++)

So for instance, with just C, R then in outline:
C1 C2 R1 R2 R3
C3 R4 C4 R5
R6 R7 R8
C5 R9 C6 C7 R10...
