Add panelize feature to pcbnew

I hope to see an advanced features like board panelize inside the pcbnew.
The idea is that inside a new pcb project you can select the target board, select the number of rows, colomns in final panelization together with horizontal/vertical boards spacing.
The pcb editor has also a lot of usefull stuff that made it the best place to panelize the boards, you can add text references, panel fiducials and other facility on the resulting pcb. All gerber and drill files are now made directly from the resulting panelized pcb.

Implementing this feature in GerbView rather than pcbnew offers the benefits of merging non Kicad designs to multipanels. Needs further basic edit capabilities move/rotate/copy in GerbView.
