Adding temporary user provisioning to Keystone

A proposal to add temporary user provisioning to Keystone. This would be achieved by adding an expiry field to the user entity. An additional function would be added to support deletion of expired entries and the token creation process would be modified to ensure token validity does not exceed user validity.

This appears to be related to federated users and how they are meant to exist. This is something we may revisit in the future if we make the SQL identity implementation more full featured. as of now this is going to be closed.
