Collapse of SQL Migrations to 2 cycles

Each Cycle Keystone should be collapsing the SQL migrations to limit the number of migrations in the repositories to 2 cycles. This helps for easy maintenance by limited the scope of "old"-style migration syntax and reliance on previous libraries.
The Juno Edition of this will make migrations in the primary repository start at 036- havana.
