Add policy templates for permissions per each component

Add option to set unique permissions on an entire component use case examples:
Only allowing admin to create images for all tenants, or say only allowing an admin to change create add attach cinder volumes.
This could be added as an optional plug in with predefined / customizable policy templates per each component.
