Remove support for using oslo-incubator

As functionality has been moved from oslo-incubator into separate libraries Keystone has started to rely less and less on it. Recently we removed the last thing we were syncing from oslo-incubator. Not that we no longer use it we should remove all of the infrastructure files that support it too.
