(stevemar 16-02-02) this needs a spec since it creates a new API, also the code has been lingering for a while.

The specification was later removed from the backlog https://review.openstack.org/#/c/442686/ . I'm going to mark this as superseded based on the comments from the patch that removed the specification from the backlog.
