Modify the policy file
Modify the policy in etc/policy.json to a new one that provide the cloud
administrator with more roles for better control.
The current policies rules doesn't reflect the needs of an enterprise using
Openstack, we propose to change the rules of the policies so that it now has
more users: cloud_admin, domain_admin, project_admin and project_member.
