Migrate data from ec2_credential to credential table.

Today, v2 and v3 data are designed to be interchangeable. Take project for example. You can create tenants in v2 and those would be interpreted as projects in v3. Similary for credentials we
need to be able to create ec2 credentials in v2 and those credentials needs to be visible in v3 api. Therefore we make a proposal to merge the ec2_credentials into the credentials table to simplify management of ec2 credentials.
