Merge Role Id inoto Role Name
Role IDs are used for assignments. Role names are used for role based access
control enforcement. This force the role name to be globally unique. Thus,
the role_id is a redundant field. In order to properly parse documents that
have roles in them, we should match the role id to the role name, but this
means that either all documents need to carry both, or that parsers need an
outside channel to query the role name to id lookup

Merge role id and role name
(stevemar) 16-02-02 - this just seems like churn to me, the ID is an implementation detail, and something we already have documented and consistent across many resources. we need a use case for why doing this change is beneficial, cause I'm not seeing the immediate benefit.
