Enable the listing of assignments in a project tree
Having introduced project hierarchies, we have already provided some APIs that allow you to operate on a tree (e.g. list all projects in a subtree). There is a need from Horizon to be able to list assignments for such a subtree, with the ultimate requirement of listing all assignments in a domain (which will be, in Liberty, just a tree of projects).

(morganfainberg): Will require FFE/release management discussion to land in liberty. This just waited too long to land in L3
This was dependant on all the data driver tests.....which was why I was banging on about getting them in!
