keystone lacks api and command to reset a user's password

If the simple internal user-store is being utilized for accounts, keystone currently lacks the means of resetting a user's password. The for use case of the simple ID store in keystone directly (i.e. not using LDAP or other external system), enable an API that will allow the creation of a new password for an existing user.
