Include domains filter on project list

To get a full list of projects you need to query once with "is_domain" as false, and then again as true. Since projects are domains there are sometimes cases where you just want ALL projects regardless of domain or not.

We should add as a filter to project list "include_domains" which returns a list of all projects, and this filter should be mutually exclusive to "is_domain" or should supersede it.

(lbragstad) 19-02-12: This is an interesting use case. I suggest you propose this as a specification to the openstack/keystone-specs repository, where it will likely get more visibility. If/when we come to agreement on the implementation, we can open a blueprint to track the work. This helps us reduce duplication between Launchpad and specs.openstack.org.
