Now all the tenants in OpenStack are at same level. For some enterprise customer, there resources are usually distributed hierarchy, it is better to enable tenant can also reflect this to flexible resource management for tenant.

this was heavily discussed during the folsom development timeframe, and domains were selected as the preferred solution (flat collections of tenants/projects, rather than truly hierarchical architecture)
