Hide Service

Use case 1:
In the case of a beta service, it would be helpful to provide the service and endpoints ahead of time and "hide" them from the user (not Admin or ServiceAdmin roles) until the beta is live. This can be done through a is_hidden flag on the service.

Use case #2:
In the case of a beta service that operates an admin endpoint and public endpoint, it would be helpful to hide that whole service from the users (not Admin or ServiceAdmin roles) instead of just the admin_url until such a time that the beta is available.

Both use cases allows verification of the proper endpoints and assignment to users prior to switching on the service.
