Support global endpoints for unscoped authenticate calls.
Global endpoints are returned only for scoped authenticate callsie calls that have a Tenant.They should also be returned for unscoped authenticate calls.
POST /tokens for an auth with no tenantID, tenantName, or default tenant should return a serviceCatalog with global endpoints THAT DON'T HAVE A %TENANT% PARAMETER IN THEM...
In support of the Nova child zone use case:
1. I authenticate with the service account (admin) ... I'm not acting on behalf of another user. This account has no associated Tenant.
2. I need to get the global endpoints so I can call the child zone. Nothing is coming back.

I think it's quite likely we're going to do direct rabbit communication between trusted zones so we won't need keystone anyway ... so I'd hold tight a little on it just yet. May be a moot point.
