Global endpoints should be always returned

In POST /tokens query, global endpoints should be returned even if no tenant is set (neither user default tenant nor token tenant).
This could be implemented with the following patch:

But what should we do if there are no tenants in the system when it is just installed? A software administrator should be allowed to create tenants, and he needs endpoints for keystone queries.
