Functional tests for Keystone

There are more and more use cases that cannot be reliably tested with unit tests. For that Keystone needs to be enhanced with functional tests where interactions between real systems are being executed. This blueprint aims to track implementation of the 'basic infrastructure' used for functional tests - adding service users, projects, domains, roles as well cleaning data from the database once tests are executed.
