Mark the domain config via API as stable

The major issue preventing us marking this as stable was defect https://review.openstack.org/#/c/290223/ that has now been resolved. A second, more minor issue, is still outstanding (https://bugs.launchpad.net/keystone/+bug/1517037), but I don't think this should prevent us marking the setting of domain config options via the API as stable. At the same time we should mark the use of domain configs by file as deprecated, since I don't think we want to maintain both methods in the long run.
