Extend notifications to catalog (services and endpoints)

Extend the event notifications to Keystone catalog including services and endpoints CUD operations.
Currently Keystone only supports notifications for Groups, Users, Projects and Roles and this does not allow components to act upon catalog changes like the creation of a new service or the addition of a new endpoint.
