Use pycurl for downloading

It would be nice to use a better library for downloads such as PyCURL that would be capable of saturating the connection. Urllib seems to only use around half the bandwidth of other applications and does not take priority. Using an implementation with PyCURL should provide a much stronger download mechanism however we would likely have to distribute the library across the different operating systems differently making the build process more complicated.
