As a new user or an existing user who does not have a country select on my profile, I am required to select a country the next time I edit my profile (or the first time if a new user)

- Nothing more than making country required
- For OSI, GSA is in charge of country for KarlStaff. Only KarlAdmin can edit through the web. If
GSA either doesn't send a node, or sends a value that doesn't match something in our vocabulary,
log it and assign it to a country code of XX with a label of "Unknown."
- Make Country required for the cases where KarlAdmin edits KarlStaff, or KarlAffiliate edits their
profile, or Accept Invitation. This means "Unknown" will be a valid choice.
