Combine Accounts UI
As an admin user, I will have the ability to combine the accounts for existing users that have more than 1 KARL profile. We have a console script for combining accounts. Put an ADMIN UI on it.

In some cases we have a username that is incorrect and we need to rename it to a brand new username. In other cases, we have two usernames and we want the content from the first one to be handed over to a second, existing username.
We call the first case "Rename" and the second case "Merge". In both cases, the original username and account are deleted at the completion of the activity.
Specification

- Take content from old user and have it be owned by target user
- No notifications are sent be email
- For rename, the target username cannot exist
- For combine, the target username must exist
- For rename, the new username retains all the community membership
- For combine, the community membership is not migrated to the target username
