In the protect service, there are two situations to use the client of other
openstack services. One is for ephemeral operation, such as using protectable
plugins to list resources. The other one is for long time operation, such as
using protect plugins to protect resources. The protect work flow uses the
token passed from context and will be expired in a certain amount of time to
create the client of other openstack service. Unfortunately, The work flow
may fail if it requires more time than the token's life time.
