Multi-tenant Isolation in Managing the Checkpoints

In multi-tenants scenario, when User A wants to list all the checkpoints he
created, it may return all the checkpoints, some of which don't belong to
him. To protect user's privacy, We should add tenant isolation to index the
checkpoints, no matter in single-site or cross-site.
