Backup volume data to bank

Currently, karbor support using cinder-backup, cinder-snapshot and freezer plugins to do cinder volume backup. These plugins all store the metadata to the bank except the volume data. In the use case of cross site, we need to backup the volume data to the bank, so that we can do the restore in another site.
